Awareness is the state of being conscious of something. More specifically, it is the ability to directly know and perceive, to feel, or to be cognizant of events–synonymous to consciousness. (Wikipedia)
So awareness is being aware. But when do we first have agency?
Agency may either be classified as unconscious, involuntary behavior, or purposeful, goal directed intentional action. (Wikipedia-philosophy)
Everything seems to have always had agency. Even the wind and the waves can obey. “And he saith unto them, Why are ye fearful, O ye of little faith? Then he arose and rebuked the winds and the sea; and there was a great calm. But the men marvelled, saying, What manner of man is this, that even the winds and the sea obey him!” (Matthew 8:26-27) If not for agency, nothing could be.
” … And if these things are not there is no God. And if there is no God we are not neither the earth; for there could have been no creation of things, neither to act [agency with awareness?] nor to be acted upon [agency?], wherefore, all things must have vanished away.” (2 Nephi 2:13)
Now let us take this one step further. If everything has agency and some entities progress to awareness, some may then be ready for moral agency. “That every man may act in doctrine and principle pertaining to futurity, according to the moral agency which I have given unto him, that every man may be accountable for his own sins in the day of judgment.” (Doctrine and Covenants 101:78)

What if it is possible our personality is developed from internal vibrations of strings or qubits? Agency might be our internal will to progress.
It could mean the more vibrations the more progress of an intelligence in obtaining more truth which then determines abilities and whether the intelligence entity can act or must be acted upon.
“I speak unto you these things for your profit and learning; for there is a God, and he hath created all things, both the heavens and the earth, and all things that in them are, both things to act and things to be acted upon.” (2 Nephi 2:14)
What if everything originates as an dark energy intelligence with agency? This would allow for a great deal of difference in individual progression in an everlasting existence. Imagine how we might feel, if as an intelligence, we have only progressed to be a hydrogen chemical element.
It is helpful to realize that we wouldn’t have progressed to awareness and therefore wouldn’t be aware of our slothfulness.
So what I am suggesting is that intelligences have agency and those that progress gain awareness. Eventually those with awareness chose to be tested with moral agency. “For God doth know that in the day ye eat thereof, then your eyes shall be opened, and ye shall be as gods, knowing good and evil.” (Genesis 3:5) In the Bible we are taught this by Adam and Eve symbolically eating the fruit of the tree of knowledge of good and evil.
